But Derrick Brooks -- jointly appointed by the NFL and NFL Players' Association -- downgraded that to a $100,000 fine on appeal. Luvu had been the first player suspended under this particular rule. Luvu was previously fined for hip-drop tackles in Week 4 and Week 8 this season.
