The Bills signed WR Elijah Moore to a one-year deal worth "up to" $5 million, according to ESPN's Adam Schefter. We'll see how much guaranteed money Moore got, but it's probably not enough to make him a roster lock.

Moore caught a career-high 61 balls last year but averaged just 8.8 yards per catch with one total TD. He finished 66th among WRs in total PPR points and 87th in points per game.
Moore's yards per target has declined across each of his four NFL seasons. His 5.3 yards per target last year ranked 86th among 89 WRs with 50+ targets. He's also finished below 1.15 yards per route in three straight seasons.
Moore joins a Bills WR corps led by Khalil Shakir, Keon Coleman, and free-agent addition Josh Palmer. There's not an alpha in the group, but those three guys should be pretty locked in as Buffalo's top three receivers. That leaves Moore to compete with Curtis Samuel for the No. 4 job.
We'll keep tabs on his standing on the depth chart this summer, but Moore isn't worth a pick in early fantasy football drafts.
