“Devy” stands for “Developmental."

In a regular dynasty league, drafted players start scoring points as soon as the season begins. In a devy league, you draft college players and then watch their development until they hit the pros.

The main difference between devy formats and more standard dynasty setups is simply getting to know -- and rostering -- the players earlier.

If you play in a devy league that has already drafted, then you can use these rankings to assign value to players on your roster and others. Consider making trade offers to chase some higher-ranked players.

Even if you don’t play devy, these rankings can help you get familiar with upcoming classes ahead of your dynasty rookie drafts.

Improve Your Position in Future Rookie Drafts

For example, 2025 looks bereft of QB talent. So you'll find 2025 QBs lower than usual in these rankings. And you shouldn't plan on landing a cornerstone QB in your rookie draft next year.

WR, on the other hand, looks strong yet again in 2025.

Devy Rankings Are About Draft Capital

Before we hop into our devy rankings, let's talk about the goal of devy.

You aren't necessarily trying to get the best talents (though it helps). 

Getting players who will go high in the NFL Draft should be the primary goal.

Don't like a player but an NFL team is willing to take him in on Day 1 or 2 of the NFL Draft? Then you want them in devy.

You can always trade players later to maximize your value and get the talents YOU want.

2024 Devy Rankings

1. Jeremiah Smith, WR, Ohio State (2027)

Smith came into college football at 18-years old and instantly became the best WR in the country. He caught a TD in seven straight games and had 10 TDs just in the regular season alone. Expect Smith to be on a Julio Jones level as an NFL prospect. He is worth giving up the farm to get.

2. Ashton Jeanty, RB, Boise State (2025)

Jeanty may play for a G5 school, but his rushing and receiving abilities are no joke. His 2,300+ regular season rushing yards leads the FBS and he is carrying Boise State to a potential playoff run. Though Jeanty wasn't used a receiver as much this past season, he has shown elite abilities that will translate to NFL receiving. A likely locked in 1.01 in rookie drafts. 

3. Tetairoa McMillan, WR, Arizona (2025)

McMillan lived up to the hype coming into the season despite surgery on his leg this offseason. He had a few spike games, but at nearly 6'5 and 212 pounds, he should be the primary X WR for an NFL team immediately.

4. Ryan Williams, WR, Alabama (2027)

Jeremiah Smith's incredible rookie season overshadowed the work by true freshman Williams. He was able to crack the Crimson Tide receiving room and led the team as a receiver. His speed and fluidity are already NFL ready.

5. Cameron Ward, QB, Miami (FL) (2025)

Ward has a strong arm and escapability in the pocket. He also has some NFL rushing upside when given the opportunity. He isn't a perfect prospect, but with QBs likely getting pushed up in the 2025 draft, Ward is a good bet to be a top-10 pick. In Superflex, that is worth investing in. 

6. Shedeur Sanders, QB, Colorado (2025)

The name will bring the hype, but Sanders has some warts. He does hold the ball for too long and isn't as mobile as you'd expect. But the arm strength and decision making improved a lot this season. He will likely get pushed up into the top ten of the 2025 draft, which means he is worth taking in SF.

7. Luther Burden, WR, Missouri (2025)

Burden and Missouri had a down year in the SEC, but the former 5* prospect still has top notch film. He may fall to the late first round of the 2025 draft, but going to a good team could pay dividends.

8. Emeka Egbuka, WR, Ohio State (2025)

Egbuka was overshadowed by true freshman teammate Jeremiah Smith, but his solid route running and slot ability were on display all season. A potential target machine, Egbuka is even more intriguing in PPR leagues.

9. Jalen Milroe, QB, Alabama (2025)

Milroe is unlikely to be a first round NFL Draft pick, but he has elite rushing ability and a cannon arm. A similar prospect to Jalen Hurts coming out, polish is needed for Milroe to hit his potential, but he has QB1 overall fantasy potential if he does.

10. Omarion Hampton, RB, North Carolina (2025)

Hampton's acceleration and short area quickness are among the best in the draft. He carried the North Carolina offense again this season and his explosiveness should find him a role in the NFL. He is likely a Day Two prospect.

11. Kaleb Johnson, RB, Iowa (2025)

Imagine your typical Iowa RB. You pictured Kaleb Johnson. Hard-nosed, between the tackles, lunchpail 225 pound bruiser. He does have some explosion off the snap and could work his way up to a bell-cow NFL role.

12. Evan Stewart, WR, Oregon (2025)

Stewart has had an up and down career, but the deep threat dominated Ohio State and can get behind any defense. The NFL loves speed and that should push Stewart toward being a first round pick potentially.

13. Isaiah Bond, WR, Texas (2025)

Bond's career stats are fairly mediocre, but his athletic ability and route work are NFL ready. There are sure to be questions around why he never had an elite season, but Bond is a reliable safety blanket who can play outside or in the slot.

14. Elic Ayomanor, WR, Stanford (2025)

Stanford stinks, but the offense game plan of "just throw it up to Ayomanor" worked often. His physicality and boxing out ability makes him an intriguing WR who can play multiple roles on an offense.  

15. DJ Lagway, QB, Florida (2027)

Lagway stepped in at Florida this season and flashed elite ability. His rushing ability gives him fantasy upside at the next level and development should help Lagway be a top QB in the 2027 draft.

16. LaNorris Sellers, QB, South Carolina (2026)

Sellers broke out last this season for the Gamecocks. He is an elite rusher on Lamar Jackson's level, so there is fantasy cheat code potential if Sellers develops enough as a passer.

17. Carnell Tate, WR, Ohio State (2026)

Tate is the third Ohio State WR on the list and he had a solid season in the most difficult role in the offense. Fluid with good hands, Tate has a solid NFL floor.

18. Nico Iamaleava, QB, Tennessee (2026)

Iamaleava had an up and down first year starting, but he has flashed elite passing potential. With great pocket movement to boot, iamaleava could be the top 2026 QB.

19. Jaxson Dart, QB, Mississippi (2025)

Dart is currently underrated with a solid season throwing the football against top college defenses. He sees the field extremely well and isn't afraid to throw the ball into tight spaces. Might not be a first round NFL Draft pick, but he should be a solid pro.

20. Quinshon Judkins, RB, Ohio State (2025)

Judkins had a ho-hum season for the Buckeyes, so his athletic testing will be important. He should have an NFL role, but now is more of a Round 3 pick.
